We need a Northern Budget

Decades of underinvestment mean our people and businesses are unable to reach their full potential. Our creaking infrastructure contributes to the North being 25% less productive than the English average, while slow journey times and poor connectivity mean our towns and cities don’t work as one. Local businesses struggle to compete in generating and retaining high skilled, high quality jobs.

Now is the North’s moment.

We need a #NorthernBudget to deliver the necessary boost to infrastructure.

The North needs commitment

The Government has a real opportunity to support growth in the North and now is our time to come together and make the case for three essential investment asks.

The £7 billion Northern Infrastructure Pipeline is a list of interventions that will mainly be delivered by Network Rail, Highways England, HS2 Ltd, Train Operating Companies and Local Transport and Highway Authorities. It includes schemes that have received approval and either have a confirmed funding stream, such as the Warrington West Relief Road, or are without secured funding, such as the TransPennine Route Upgrade.

The rollout of the £39 billion Northern Powerhouse Rail scheme would create a network stretching from Liverpool to Hull, built over the next 20 years. Once finished, 1.5 million people will be within an hour of four or more Northern cities, compared to just 50,000 people today. It will also mean an additional £2 billion a year (or 1% of GDP) flowing into Northern infrastructure.

We can only truly deliver our One North vision with properly funded programmes, with £1 billion over 3 years. This includes development of Northern Powerhouse Rail and delivery of Integrated Smart Travel as well as allowing ongoing operations including our rail operations responsibilities. It will also free us up to be able to develop road and rail schemes for commencement before 2027.
