Approval of the Strategic Transport Plan saw us fulfil one of our key functions under our statutory powers, marking a pivotal moment for our region.

Over the past two years we have used it as such to drive forward our plans and continue to develop our recommendations to Government.

Building on the document as a strong foundation, we’re now embarking on the next chapter with the Northern Transport Charter, a roadmap towards long-term devolution based on the North’s priorities.

What is the Northern Transport Charter?

The Northern Transport Charter provides a clear blueprint setting out the ambition for the future role of Transport for the North.

The Charter was adopted by our Board in September 2020 and sets out a roadmap toward further, long-term devolution around four areas:

Unlocking the full potential of the North

We will integrate the principles of the Northern Transport Charter into the new STP, so that there is a clear and agreed view of how TfN will continue to build and demonstrate capability in preparation for future devolution of funding decision-making.

Together we have – through the Strategic Transport Plan and Northern Transport Charter – a shared vision and ambition for the North and its transport system.

How will the Charter shape our work?

We have already made significant strides in embedding the Charter’s long-term goals into our everyday work.

We have worked to put passengers first and introduce a focus on local decision-making by implementing actions from the Blake Jones Review of the Rail North Partnership.

Likewise, we have proactively developed freight, rail and decarbonisation strategies to address the key priority for our Members of addressing climate change.

Our Mission

Our primary aim as an organisation is the pursuit of greater economic prosperity and wellbeing for all those who live and work in the North of England.

Therefore, over the next decade the North of England should have a defined range of powers and shared responsibilities that provide greater levers to help deliver on this primary objective.

Under this remit, TfN will seek the best economic and transport functions to devolve to a pan-Northern level under the administration of Transport for the North, at the direction of the TfN Board.

These ‘pan-Northern powers’ will relate to our role as a Sub-National Transport Body in the first instance; but they will also seek supplementary powers in relation to supporting economic prosperity, and wellbeing across the region.

Furthermore, as TfN represents the ambitions of the people of the north via the political representation of our Board, our governance structures should always remain under review to respond to the development of the organisation, guided by the general principle that it is the people living and working in North of England who are best placed to know what is in the best interests of the North.

All of these powers and responsibilities sought will be to allow TfN to develop as an organisation, while also achieving our primary objective – to secure a better quality of life for the people living and working in the North of England

Developing the Charter

Fundamentally there are three key elements to the Charter’s development this year:

  • Defined activities including developing and testing innovative approaches to support TfN, our partners and government make decisions differently.
  • Demonstrate capability by developing delivery plans, prioritisation and building confidence.
  • Telling the story of why the Northern Transport Charter is important

A Members Working Group will be formed to guide the development of the Charter workstreams and test recommendations before being brought to TfN Board.

The Rail North Committee will continue to lead in relation to the rail elements of the Charter.

Over the next year, we will progress with the vitally important Northern Transport Charter, so our region is not always looking to Westminster.

Assisting recovery from Covid-19

As and when social distancing restrictions due to the Covid-19 crisis start to be lifted, there will be an urgent need to stimulate economic activity, boosting business confidence and supporting jobs.

The proposals outlined within the Northern Transport Charter could support the Government to ensure economic stimulus, providing the foundations for the long-term advancement of a sustainable economy, including levelling up of economic disparity across the UK.
